Northamptonshire County Council – engagement on spending cuts
Northamptonshire County Council are facing spending cuts of approximately £100 million over the next 3 years. TCC were commissioned to plan and deliver a public engagement exercise called 'You Choose' to find out the priorities of local people to ensure savings are made in the appropriate areas.

We initially carried out a number of focus groups using our 'Values Modes' method of segmentation to look at the narratives running through local communities and gain understanding into perceptions of the County Council and spending cuts more broadly.
This insight was used to tailor and engagement and consultation programme; it was clear that taking people on a ‘journey’ to highlight the necessity of changing the way we deliver services was as important as public consultation. Our programme involved public roadshows, Big Brother Diary Room style 'VideoQubes' throughout the County, comment cards and a bespoke consultation 'toolkit'. We also carried out a deliberative event with young people across the County including a question and answer session with members of the CMT and using ‘Who Wants to be a Millionaire’ voting handsets.
To ensure the County can maintain and improve services with less, they are keen to embed the philosophy of ‘Helping You to Help Yourself’. A key theme from the public consultation has been that services will have change to accompany the existing communications messages encouraging the public to play a more active role in their local community.
With the headlines from the engagement process, we are working with the County Council to look at the range of services they currently provide and they can be delivered differently in the future.
